The purpose of the circuit is to vary the Electric Potential in the volume of space within and around the steel tube. This is accomplished by varying the amount of charge on the tube. Note that the tube is at all times charged negatively, just more and less so. It is never positive.
This experimental setup -- a metal tube, within which, the Electric Potential is varied, by varying the charge on the tube -- is similar to the one described by Aharonov and Bohm in their paper, "On the Significance of the Electromagnetic Potentials in the Quantum Theory" (1959). The physical reality of the Electric Potential, which implies that you cannot arbitrarily choose the Coulomb or Lorenz gauge just to make your equations simpler, is sometimes referred to as the Aharonov-Bohm effect. For more information about gauge transformations, please see Griffiths, "Introduction to Electrodynamics, Fourth Edition", Chapter 10, Section 1. We are asserting that "gauge freedom" and "gauge transformations" are NOT ALLOWED, because they alter a real physical quantity, the Electric Potential.
We are working with the Electric Potential, NOT the Electric Field. The Electric Field is defined as:

Here's how the circuit works:
Diodes D1 and D2 rectify the 12 KV outpot of the transformer. For simplicity's sake, consider everything past the diodes as being driven by 12 KV DC.
Resistors R1 and R2 form a voltage divider. At the node between them, the voltage is 12/3 = 4 KV.
According to Weber Electrodynamics, if a circuit is driven with a voltage V, then any point in the circut at a voltage lower than V/2 will be charged negatively. Therefore, the node at 4 KV (less than 6) is charged negatively. And so is the node on the other side of R2; that one is even more negative. To make this condition even more explicit, you could connect the node between R1 and D1 to Earth ground.
When the Spark Gaps are not conducting, 4 KV appears across them. This is enough to ionize the air and make them conduct. When they are conducting, a short circuit appears across them, and all the voltage is dropped across R1, so the spark gaps extinguish. Then 4 KV appears across the gaps again, and the cycle repeats.
Each time the Spark Gaps conduct, the steel pipe takes on a negative electric charge. When the gaps extinguish, some of the pipe's charge bleeds off into the air.
The Electric Potential, or Coulomb Potential as it is sometimes called, is a Scalar which exists in the space around charged conductors. By varying the amount of charge on a conductor, you can vary the Electric Potential in the space around it.
Inside a charged steel pipe, the Potential is very high, but the E Field is nearly zero. Outside the wall of the pipe, both are high, and drop off with distance. If we were to slice a plane through the center of the pipe, lengthwise, and plot the Potential and Electric Field in this plane, they would look something like this:

Just as a time-varying Electric Field induces a Magnetic Field, so a time-varying Electric Potential induces something which is not yet well understood or named by our civilization. It may be related to what Paul Laffoley calls Meta-energy (see below). Dr. van Vlaenderen calls it a "Phi Wave".
It is not a sine wave at some frequency. It is the sudden impulse of charge of a spark gap firing, then quenching. As described by Tesla.
There was a man who lived in Germany named Mr. Weber, who was interested in electricity, like James Clerk Maxwell. He came up with his own ideas about it, which people call Weber Electrodynamics.
One thing he discovered is that the conductors in a circuit are actually charged with static electricity when the circuit is running. You can touch part of a circuit with a leaf electroscope, and watch the leaves defelect from one another, indicating the presence of charge. In a DC circuit, driven with a voltage V, points in the circuit below V/2 are charged negatively, points above V/2 are charged positively, and points precisely at V/2 have no charge, or are said to be charged neutral. Modern textbooks will tell you this is not true, but make an electroscope out of tin foil and see for yourself!
There is a scalar called the Coulomb Potential, or Electric Potential, which exists in the space around charged conductors. The Coulomb Potential is important! Most people are used to dealing with Electric Fields, which are the derivative, with respect to space, of the Potential. But the Coulomb Potential is more fundamental.
If you have an electric circuit, and you are looking at the space around one of the conductors, you will see this Coulomb Potential. Now let's say you vary the charge on the conductor with respect to time. The Coulomb Potential in the space around it will vary in intensity. This is a single conductor, not a capacitor.
Now, vary the voltage in such a way that it is always less than half of the total voltage driving the circuit. The conductor will always be charged negatively, just more and less so. The Coulomb Potential will do an interesting thing.
Faraday discovered that a time-varying Magnetic Field induces an Electric Field. It was also discovered that it works the other way around. Now take a step back, and look at the Potentials. What happens when you have a time-varying Coulomb Potential? What does that induce?
Well, it induces Something shaped like a corkscrew, and it is rotating. It looks like a turning screw. As long as you keep the charge negative, as you vary it, the screw will continue turning in the same direction. Erwin Schrodinger, (another German) also discovered a corkscrew or helix-shaped motion associated with electrons, which he called Zitterbewegung. The great physicist John Wheeler, proposed that the so-called "mass" of an electron is actually just the energy of it moving very fast in a helical motion. T. Henry Moray, speculating about what goes on in the Aether near a charged conductor, suggested that maybe it is twisted up like a corkscrew. He said it is twisted one way near positive charges, and twisted the other way near negative ones.
Well, I spoke with some beings who, if you are a Christian and speak English, you might call Angels, but who the Lakota people call Tankashelas ("Grandfathers" or "Old Ones"). This helical stuff, which comes about when the Coulomb Potential is varied in the manner described above, is in fact some kind of primordial Universal Life Force Energy. It is actually alive and intelligent. You can talk to it. I think it is what your soul is made out of. Its shape may have something to do with why in living beings, some proteins, not to mention the DNA molecule, are shaped like helices. There were some people who lived in India a long time ago, called Rishis, who drew pictures and talked about a helix-shaped life force energy that flows through human beings and other living things. They called this stuff Kundalini. This is a real form of energy which can be engineered.
You get at it by varying the amount of charge in a volume of space, and thus, the Coulomb Potential. Charge is what people commonly call "Static Electricity". A charged metal tube has high Potential inside the tube, but inside there, the Electric Field is zero. The shape, or geometry of your condctors, is important.
One more thing I should add, about this Life Energy. There is a whole other world, outside of this one. A Higher Realm, if you will. One way to approach thinking about it is to think of four dimensional, or five dimensional geometry, as opposed to our 3D space. But there is more to it than that. It's not as simple as simply tacking on an extra dimension. Yes, there is certainly stuff up there that looks like a tesseract, rotating, with many radiant lines emanating from the center; and you can see both the inside and the outside at the same time. It was glowing blue-ish grey. There was a section removed from one edge, through which you could see the radiant lines converging in the center. But this missing section stayed still, and appeared to float in front of the cube, as it rotated. It looked kind of like an optical illusion. Paul Laffoley talks about the nature of dimensions in chapter three, "The Dimensional Spissitude of the Universe" of his book, The Phenomenology of Revelation. You can find it here:
The Life Energy exists "up there" in the "Higher Realm". It looked like a river of golden light, flowing off into the distance. They called the golden light the river was made of, "Life". When it enters into our space, "down here", something really amazing happens. The best way I can describe it is, something is Entering Into our space, from outside of space and time. It "pushes" on our space as it comes in. The process looked like a sphere, turning inside out. Something enters into our space at the center, then opens, or unfolds. It was like a flower, blossoming, then inside is another flower, which opens, then another... the motion looked very similar to that of a smoke ring torus, but it is not: the stuff is not just moving around in circles. It is actually Entering Into our space at the center, then rolling up through the donut hole, and down around the sides. I think if you were to make an animation of a hypersphere rotating (what topologists call a three-sphere, or S3, because its surface is a three dimensional volume), and project that into 3D space, it might look similar to what I saw. While I was watching and experiencing this happening, the Angel was saying, "Fountain is GIVING Life! Fountain is GIVING Life!" There's more to it than what I have said here. I think the Japanese know about this stuff in their folklore and mythology. I think they call the river of golden light Koumyaku or Kouki.

Paul Laffoley, Appendix VIII: The Concept of Energy in Relation to Phi

I call the energy of death, or the fifth dimensional realm, Meta-energy. Meta-energy's major characteristic is that it is efficacious without motion. Kato-energy is the energy of Life, or the fourth dimensional realm. Although the concept of energy is at its base a mystery, in mechanics it is defined as being either potential, posessed by reason of position or condition, or kinetic, posessed by reason of motion. Both forms of energy are related to the ability to do work, and both are forms of the energy of life, or kato-energy, which is efficacious with motion. The term efficacious means having the power to produce a desired effect and is not necessarily self-referential to the idea of motion. Meta-energy should not therefore be confused with what classical mechanics calls potential energy. Meta-energy is the energy identified with revelation in religion and esoteric traditions. It has been given many names, for many different purposes: odic force, elan vital, prana, etheric force, ki, ch'i, tumo, orgone, vril, the Holy Spirit, en-soph, ectenic force, azoth, elixir-vitae, pneuma, psychic force, shakti. Although present in all forms of causality, meta-energy has been identified in the causal events that constitute the operation of that part of the human mind that exists within the fifth dimensional realm.
Ducasse distinguished four categories of causal relations: in the first category the cause and effect are both physical; in the second the cause is physical but the effect is mental; in the third the cause is mental but the effect is physical; and in the fourth, the psychopsychical, both the cause and effect are mental. It is because psychopsychical causal relations exist and because an aspect of the human mind exists within the dimension of death that we have become aware of meta-energy and realized its significance. Kozyrev states that the cause is always outside the entity in which the effect is realized, regardless of whether the entity is physical or mental. The "outside" in this case is the fifth dimensional realm. Those who report a revelation or mystical experience often say they felt they were in the presence of something that seemed more alive than life itself. They are attempting to describe meta-energy.
I believe that it is possible to unite the energies of life and death by using instruments to tap that part of the human mind that already resides in the fifth dimension, the thanapsyche. The instruments would be modeled on or be analogous to the nature of the thanapsyche. The thanapsyche is literally the singularity of the total human mind, so the ancillary instruments would have to consist of contrived, or structured, singularities. Structured singularities can best be described as mechanisms that can be used to open and close dimensional portals in order to access or release meta-energy to and from the fourth dimensional realm. The possibility of such an exchange of energy assumes a dimensional system that is not simply a static description of various realms of reality.
The dynamism of life-death interaction has traditionally been attributed exclusively to phi, or the divine proportion, which is the division of any unity into .618... and .382..., an incommensurable. The divine or golden proportion, able to unite the dynamic asymmetry of life with the static symmetry of death, was indigenous to the ancient world and its wisdom. But when calculus was able to successfully describe continuous motion in nature the divine proportion went out of fashion. Today chaos theory and fractals, or the mathematics of fractal dimensionality, are reestablishing the historical primacy of the divine proportion as the master describer of the portals in a dimensional system that is a true analogy of reality.

Plotinus was a Neo-Platonic philosopher who taught Eckankar (Astral Projection) in the Pantheon, a beautiful building in Rome with a 20 foot oculus in its dome. His though is recorded in a collection of texts known as the Eneads.

Transformer T1 could be replaced with a battery-operated switching mode power supply, thus making the unit portable.
The node between D1 and R1 can be connected to Earth Ground, to ensure that points in the circuit at a lower voltage are charged negative.
We could try a setup as shown in the following image. The Tesla Diode (Spark Gap diode) not only keeps the steel tube negative, it also gives us sharp quick rise times on the voltage pulses.
